The road you pave is what developers build on without filing a ticket. Key points:

• Self-service with guardrails is the goal: teams scaffold, ship, and run without each one reinventing CI, security, and ownership, and without escaping policy.
• You own the template; teams own their services. Update the template and new services inherit the change; existing services adopt it on their own cadence.
• A golden path is a product you maintain. Treat drift between the template and what teams actually do as a signal to fix the path, not to police the teams.
